ARUNACHAL PRADESH PUBLIC SERVICE COMMISSION

The Arunachal Pradesh Public Service Commission invites applications through online from the citizens of India, for filling up of 20 (twentytwo) posts of Assistant Engineer (Electrical)/ Assistant Electrical Inspector Group ‘A’ (Gazetted)) Non-Ministeral, in the Pay Matrix Level — 10 (Rs. 56,100 — Rs. 1,77,500/- PM) plus other allowances as admissible to Arunachal Pradesh Govt. Employees from time to time under the Department of Power, Government of Arunachal Pradesh.

The vacancy position is subject to variation. Any vacancies/post(s) is received will also be included and notified before the written examination.

Last Date

The last date/ time for submission of applications is 10th January 2022 till 6 PM.

Salary

Pay Matrix Level — 10 (Rs. 56,100 — Rs. 1,77,500/- PM) plus other allowances as admissible to Arunachal Pradesh Govt. Employees from time to time under the Department of Power, Government of Arunachal Pradesh.

Eligibility Criteria

Educational Qualification

The Applicants must possess a Bachelor of Engineering OR Bachelor of Technology in Electrical, Mechanical, Electronics/ Telecommunication/ Computer from a recognized University. However, one who have appeared OR appearing in the final semester examination shall also be eligible to apply subject to production of original certificate/ mark sheet at the time of viva-voce/Interview.

Age Limit

The applicant must have attained 18 years of age and should not be more than 32 years of age as on 10-06-2021. However, the upper age limit is relaxable in accordance with orders issued by the Govt. of Arunachal Pradesh from time to time in respect of Arunachal Pradesh Scheduled Tribe and Arunachal Pradesh Government Employees.

How to Apply

1. Online application form shall be reopened w.e.f. 27th December 2021.

2. Before filling up the ‘Online Application’ form for the post, applicants must mandatorily register themselves with the Commission, through the facility of ‘One Time Registration (OTR)’ available on the Commission’s Website www.appsc.gov.in.

3. Detailed instructions, for ‘One Time Registration (OTR)’ and forfilling up the ‘Online Application’ are available on the above mentioned website. Applicants are advised to submit only one application. If an applicant submits more than one application, the Commission will take cognizanceof only the applications with higher RID. Fee paid against one RID shall not be adjusted against any other RID.

4. Applicants, with existing registration on OTR, need notregister again and can directly log in to fill up the Application Form using their user ID and password.

Documents to be Uploaded

Candidate must upload scanned copies of the following documents along with the application:-

1. Signature of the candidate with black ink pen on white paper (20-50 kb in jpg format).

2. Latest/Recent passport size photo (40-100 kb in jpg format).

Documents to be Submitted

Prior to Viva Voce/Interview

Candidates declared qualified in the Written Examination will have to submit Xerox copies of the following documents/information to the Commission, one week prior to the date of Viva Voce/Interview:-

1. Recent passport size photograph

2. Matriculation Certificate issued by a Board/University, as proof of date of birth.

3. Class XII Certificate with Mark sheet.

4. Degree Certificate with Mark sheet, issued by the Assistant Registrar/Registrar/Controller of Examination/Vice Chancellor of the concerned University to ascertain educational qualification.

5. APST Certificate (for APST candidate)

6. Aadhar Card/ EPIC Card (for other candidate)

7. Intimation letter to HoD or NOC from the applicable Authority (for departmental candidate only).

8. Disability certificate (for PwD candidate only).

On the Day of Interview/Viva Voce

Candidates will produce all the Certificates/Mark sheets/Documents mentioned above, in original, at the time of interview/ Viva -Voce, failing which; they will not be admitted to the Interview/Viva-voce.

Examination Fees

To be paid online.

1. For APST candidates: Rs.100/- (Rupees one hundred) only.

2. For Other candidates: Rs.150/- (Rupees one hundred fifty) only.

Note

1. For qualifying in the Written Examination, a candidate must secure a minimum of 33% marks in each subject and an aggregate total of minimum 45% marks.

2. From amongst the candidates qualified in the Written Examination, the Commission will invite for the Viva Voce, numbers equal to three times the advertised posts as per merit.

3. In case there are a large number of applicants, the Commission may conduct an Initial Recruitment Test (OMR Based Objective Type) on Technical Subject, to limit the number of candidates for the Written Examination to 12 times the advertised posts.

4. Applicants must give his/her preference of Stream/subject while filling up the application form.

5. The last date for submission of online application form will be used for determination of eligibility with respect to age etc.

6. The decision of the Commission with respect to the eligibility or otherwise of a candidate for admission to the Written Examination or Selection will be final and no correspondenceor personal enquiry will be entertained.

7. A candidate whois or has been declared by the Commission to be guilty of:-
(a) Obtaining support for his/her candidature by any unfair meansor,
(b) Impersonation,or,
(c) Use of a proxy,or,
(d) Submitting fabricated/false documents or documents which have been tampered with or,
(e)Makingfalse or incorrect statement or suppressing material fact or information, or,
(f) Resorting to any other irregular or improper means in connection with his/her candidature for the examination, or,
(g) Using unfair means during the examination, or,
(h) Writing irrelevant matter, including obscene language.
(i) Misbehaving in any other mannerin the Examination Hall, or,
(j) Harassing or doing bodily harm to the Supervisory Officers/Invigilators/Staff employed by the Commission for the conduct of examination,or,
(k) Violating any of the instructions issued to the candidate along with their Admission Certificate/Call Letter permitting them to take the examination,or,
(l) Commission or as the case maybe, attempting the Commission of all or any of the acts specified in the foregoing clauses may, in addition to rendering him liable to criminal prosecution, will also make him /her liable:- (i) To be disqualified by the Commission from the Examination for which he/she is a candidate, or, (ii) To be debarred permanentlyor for specified period:- a. By the Commission from any examination or selection heid by them, b. By the state Government from any employment under them, and c. If he/she is already in-service under the Government,disciplinary action underthe relevantrules shall be instituted.
(m) However, the Commission will impose a penalty undertheserulesafter :- (i) Giving the candidate an opportunity of making such representation in writing as he wishes to make in that behalf, and (ii) Taking the representation if any, submitted by the candidate within the period allowed to him into consideration
(n) Provided further that if any candidate found to have been debarred by anyother Commission the candidate shall stand so debarred for the purpose of this Commission.
